They missed the boat on that one. The technology on the plug-in hybrids is a lot trickier. My understanding is that the problems that take time involve perfecting the battery system. Another consideration is the fact that the Volt will be a mass production vehicle. The Tesla folks are making a lot of noise in this space but they aren't mass producing the vehicle.
